MEETING OF MORLEY TOWN COUNCIL
TO BE HOLD ON WEDNESDAY, 17TH SEPTEMBER 2025 AT 7.00 PM
COUNCIL CHAMBER, MORLEY TOWN HALL
1. To record attendance
2. To receive apologies for absence given in advance of the meeting
3. To consider the approval of reasons given for absence
4. Declarations of Disclosable Pecuniary and Other Interests
To disclose or draw attention to any disclosable pecuniary interests for the purposes of Section 31 of the Localism Act 2011 and paragraphs 13-18 of the Members’ Code of Conduct. Also to declare any other significant interests which the member wishes to declare in the public interest, in accordance with paragraphs 19 to 20 of the Members’ Code of Conduct
5. To approve the Minutes of the last Full Council Meeting held on 16th July 2025
6. To receive ‘draft’ Minutes of the Finance, GP & Strategic Committee meeting held on 3rd September 2025
To note the approval of Full Council training by YLCA, which is delegated to the clerks to arrange
To discuss matters relating to CIL funding and consider any action necessary (information to follow)
(i) Request for funding of up to £50,000 for Scarth Gardens to be made from CIL (F & GP 3/9/25)
(ii) Request for funding of up to £50,000 for Scatcherd Park to be made from CIL (F & GP 3/9/25)
(iii) Request for funding of £1,500 for Morley Bowling Green (Scatcherd Park) to be made from CIL (F & GP 3/9/25)
(iv) Consideration of Release of Community Infrastructure Levy (CIL) Funding
It was approved in principle at Full Council on 1st March 2023 to allocate £25,000 for improvements to the walkways at Bruntcliffe School (total project estimated at £100,000).
It was a condition of full approval that a written guarantee must be provided by Bruntcliffe School confirming that the CIL contribution will be used exclusively for this project.
Council to:
( c) Resolve whether to release the allocated CIL funding.
7. To receive ‘draft’ Minutes of the Community Support Committee meeting held on 4th September 2025 and the minutes of the Additional Community Support Committee meeting held on 5th August 2025
To approve a budget allocation of up to £1,000 from cost code 4271 Entertainment, to be delegated to the Clerks to facilitate the organisation of the event, in consultation with the Leader of the Council and Cllrs Senior & Irving (the event organisers)
Previous years' costs: - 2023 =£716.21, 2024 =£609.87. These include town hall, DJ/entertainer, refreshment costs, etc
8. To receive ‘draft’ Minutes of the Highways, Transport & Environment Committee meeting held on 30th July 2025
9. To receive ‘draft’ Minutes of the Planning Committee meeting held on 22nd July 2025
10. Conclusion of Audit for Financial Year Ending 31 March 2025
To note the signed approval of the Annual Governance & Accountability Return for the financial year ending 31 March 2025 by PKF Littlejohn LLP (External Auditor)
This concludes the audit for the financial year ending 31 March 2025.
11. To approve the invoice dated 1/9/25 for £840.00 (exc VAT) from PKF Littlejohn LLP re. Limited assurance review of Annual Governance & Accountability Return for year ending 31/3/25
Council to approve the display of the ‘Notice of Conclusion of Audit’ for period of 14 days.
12. To note the need to appoint an Internal Auditor for the financial year 2025/2026, as the internal auditor used by the Town Council in the previous year is reducing their workload due to personal circumstances
To resolve to delegate authority to the Clerks to identify and appoint a suitably qualified and independent internal auditor, in accordance with the Council’s Financial Regulations and the Practitioners’ Guide 2025.
NOTE the Internal Audit is due after the end of September
13. To note the renewal of Morley Town Council’s insurance policy with Zurich Municipal, due on 5th October 2025, under the existing long-term agreement in place until 5th October 2026, and to approve the payment of the invoice of £1,859.29 (no VAT)
14. Ingle Cup – Churwell Bowling Club
The Council is asked to revisit the decision it made on 18th June, which was agreed as below
“”14. The Council has been asked to give a trophy currently on display in the large banqueting hall to Churwell Bowling Club
Cllr J Harrison gave a report that the Bowling Club were asking for the trophy to be loaned
to them from the cabinet. To be awarded to the winner of a competition on the day of the
competition, and then returned to the Council for safekeeping
The Council was informed that no record of the cup having been loaned, gifted, or other to the Council has been found or supplied
During the discussion, the meeting was informed that the initial contact with the Council had not referred to any temporary use, loan, or other use of the trophy, and the email from the Secretary of the Bowling Club was read to the meeting

Members discussed the matter in detail Cllr Brown requested that the Council should be given sight of the Bowling Club's insurance to ensure the trophy was covered whilst in their use
Cllr Kimberley said that the Town Council would need plenty of notice to arrange the release of the trophy
Cllr Finnigan proposed, and Cllr Kimberley seconded, and it was approved unanimously that:
The trophy may be released on loan, under the insurance of the bowling club, which the Council had sight of or a copy of, that an agreement for signing our and returning was made, and the resolution of the situation was delegated to the Clerks “”
The Council is now asked to permanently return the Ingle Cup to the bowling club

I understand the Ingle Cup has to go through full council to allow its release back to its owners namely Churwell Park Bowling Club I cannot comprehend why, maybe you could give me a valid reason as it was only on loan to Morley Town Council?
In view of this ridiculous situation we (The Management Committee of Churwell Park Bowling club), give Councillor Janet Harrison permission to collect and sign for the cup on full council night on 17th Sept. or indeed any other convenient time Councillor Janet Harrison can arrange.

DECISIONS NEEDED
That the Council notes that the previous decision was correctly made, based on the information provided at that time
That the Council consider rescinding that decision based on the subsequent request made by the Bowling Club
That the Council consider the request to return the Ingle Cup to Churwell Bowling Club, and if approved that Cllr J Harrison signs to accept the trophy from the Council and return to the Bowling Club, accepting responsibility for it in the interim
