Our Councillors

Our councillors are the driving force behind the positive growth and development of our community. They bring a wealth of experience, knowledge, and unwavering commitment to serving our town, with a shared passion for enhancing the quality of life for our residents, they work tirelessly to address local issues, foster community engagement, and shape the town’s future. Get to know each councillor and the wards they serve below.

There are seven wards represented – Central, Churwell, Elmfield, Scatcherd, Teale, Topcliffe and Woodkirk. There are 24 elected and one co-opted members representing these wards.

Central

Charlotte Hill

Charlotte is an elected Councillor for the Central Ward and currently serves on the Community Support Committee.

Julian Rodley

Julian is an elected Councillor for the Central Ward and currently serves on the Highways, Transport and Environment Committee.

Danny Harrison

Councillor Danny Harrison has lived in Morley for over 30 years and was elected to represent the Central ward in 2015.  He works at Seven Hills Primary School and is active on the Morley In Bloom, Morley Arts Festival, Morley Murals Committees, and is involved in the St George’s Day celebrations.

Danny is a member of the Finance and General Purposes Committee.

Churwell

Susan McGarroch

Elected to Morley Town Council in 2015.  Susan is a member of the Churwell Ward and is currently a member of the Highways, Transport and Environment Committee and Deputy Chairman of the Audit Committee.

Susan is a member and elder of St Mary’s-In-The-Wood United Reform Church and enjoys helping in the Church’s Memory Café, which supports local people with dementia and their carers.

Joyce Sanders

Councillor Sanders was elected to the Town Council in 2003, and is member for the Churwell ward. She is currently a member of the Finance and General Purposes Committee.

She currently serves on other voluntary committees, Morley In Bloom, Morley Murals and the Town Centre Management Board.  She was Deputy Mayor in 2006-07 and Mayor in 2007-08.

She is also a Treasurer of the Churwell Action Group which was started in 2002, and is a committee member of Churwell Community Centre.   She was founder of the Churwell Community Choir, and a founder committee member of Churwell Clark Spring Wood.

Janet Harrison

Elected to Morley Town Council in 2011 serving the Churwell Ward and is the Deputy Chairman of the Highways and Transportation Committee, Janet is also a member of the Audit Committee.  Janet is a member of the Churwell Action Group,  Churwell Environmental Volunteers and the Churwell Community Choir, as well as working for Morley In Bloom and Morley Arts Festival.  Currently a School Governor for Fountain Primary.

Elmfield

Bailey Bradley

Bailey was elected to Morley Town Council in May 2023.

Kelly Langstaff

Kelly was elected to Morley Town Council in May 2023 and serves on the Community Support Committee.

Jane Senior

Jane was elected to Morley Town Council in May 2019 and serves on the Finance and General Purposes Committee.

Jane was elected as the Leeds City Councillor for Morley South ward at the elections held on 6th May 2021.

Noel Bullock

First elected in 2015 representing Elmfield Ward.  He has lived in Morley for over 12 years and is currently employed by Leeds City Council.  Noel is married to Louise and is a carer for his mum.

He has been Secretary of Morley Town AFC for several seasons and 2014 became involved in organising social events at Morley Cricket Club, such as the annual Morley Beer Festival, WicketFest and Bonfire Night.  He is a member of the Community Support Committee.

Noel is a proud Morleian and an ambassador for Morley and is the Deputy Mayor for 2019/20.

Scatcherd

Helen Irving

Elected to Morley Town Council in 2023. Councillor Helen Irving was brought up in and has lived in and around Morley most of her life. She attended Drighlington Juniors and Morley High School.

She was a founding committee member of the Friends of Springfield Park, holding Greenbelt Group to account to ensure they met their stewardship obligations, organising community activity and events, securing Big Lottery funding and winning a Leeds City Council Community Organisation award. She is delighted that the park will have a new play area as part of the Morley Town Deal.

She worked for many years as a teacher, including at Joseph Priestley College. Moving onto Leeds Beckett University to manage and deliver European Social Funded projects and now works for the NHS England in the IT and Digital Directorate.

Helen is a member of the Planning and Audit Committees.

David Bradbury

David was elected to the Town Council in 2023 and serves on the Highways, Transport and Environment Committee.

Carol Edwards

Carol was elected to  Morley Town Council in May 2023 and serves on the Community Support Committee.

Bev Kelly

Bev was elected to Morley Town Council in May 2019 and serves on the Highways and Transportation Committee.

Christine Bell

Christine was elected to Morley Town Council in May 2019 and serves on the Community Support Committee and the Planning Committee.

Teale

Claudio Franco

Councillor Franco was elected to the Town Council in 2023 representing Teale ward.
He is a Member of the Highways, Transportation and Environment Committee, keen to explore new ways of facilitating green behaviours and policies.
He has worked as a User Research consultant for multiple government departments, including the DWP, HMRC and currently the NHS, where he helps ensure digital services meet the needs of users.
Outside of work he thinks he’s an amateur chef who loves cooking for family and friends.

Simon Kimberley

Councillor Kimberley was elected to the Town Council in 2007 representing Teale ward.  He was a former member of Gildersome Parish Council, which is where he lives.  He attended primary school in Gildersome, and later attended Bruntcliffe High School.  He currently works as a Business Development Manager for a Building Society.  He is currently Deputy Chairman of the Finance, General Purposes Committee, Chairman of the Community Support Committee.

Outside of the council, he enjoys live music, especially indie and electronica, he is a fair-weather gardener and has grown prize-winning tomatoes.

Andy Dalton

Councillor Dalton is the longest-serving, continuously-elected member of the Town Council.   He has served two terms of office on every Committee since 2000.  He is currently the Deputy Chairman of the Planning Committee.  He was secretary of the campaign committee that brought the Town Council into being, and served as Deputy Mayor in 2011-12, and Mayor in 2012-13.  He is a passionate Morleian.

He has extensive involvement as coordinator of YSIX Youth Club, Treasurer of Morley Camping Venture, Secretary of Morley Community Church and a Management Committee member of Lewisham Park Youth Club.  He represents the Teale ward.

Topcliffe

Alan Shires

Alan was elected to Morley Town Council in May 2023 and serves on the Finance and General Purposes Committee.

Simon Brown

Simon Brown was co-opted to Morley Town Council at the Annual Meeting of the Full Council held on Wednesday, 4th May 2022.  Simon is the Deputy Chairman of the Community Support Committee

Nigel Bywater

Nigel was elected to serve on Morley Town Council in May 2023 and serves on the Highways, Transport and Environment Committee.

Colin Taylor

Elected to Morley Town Council in 2015 serving the Topcliffe Ward and is currently a member of the Planning Committee.

Helen Evans

Helen was elected to Morley Town Council in 2007 serving the Topcliffe Ward and is currently the Chairman of the Audit and Planning Committees.

Woodkirk

Oliver Newton

Oliver was elected to Morley Town Council in May 2019 and is the Chairman of Finance and General Purposes Committee.

Jim Aveyard

Born at Morley Hall and attended the newly opened Bruntcliffe School, eventually representing the school as Head Boy.  He is married with three children and three grandchildren.  He has recently been actively involved in trying to save local green fields and the campaign to prevent approval of a planning application at the Tingley White Bear site.

He was elected to Morley Town Council in 2014 representing the new Woodkirk Ward and re-elected in 2015.  He is currently Chairman of the Highways and Transportation Committee, a member of the Finance and General Purposes Committee.
